AND
DESIRED PAY SCALES FOR SCHOOL TEACHERS
RBG 7TH CPC PROJECTED PAY SCALES
The
announcement of Seventh Pay Commission has created a lot of excitement among
the Govt. employees. Let us play with numbers and do some calculations and
try to project Pay Scales likely to be recommended:
ALLOWANCES:
DA: 0% wef 01st Jan, 2016
TA: 2500, 4500, 8000
HRA: Three slabs of 10%, 15%
and 20%
* THE PERCENTAGE OF HRA IS
LIKELY TO BE REVISED DOWNWARDS AS THE AMOUNT OF HRA WILL BE STILL HIGHER DUE
TO INCREASE IN BASIC PAY.
The
Pay as per 7th Pay Commission is likely to be fixed as under:
NEW
BASIC PAY =
Existing Pay in Pay Band (as on 1.1.2016) as Per 6th CPC X 2.4 +
Revised Grade Pay as per 7th CPC
DESIRED:
FAMILY CARE
LEAVE/ PARENTAL LEAVE:
In place of Child Care Leave,
Parental Leave or preferably FAMILY CARE LEAVE should be
introduced and Husband and Wife both should be entitled to avail 365 days'
FAMILY CARE LEAVE in entire service for looking after their children
and other family-members' needs. In today's compelling circumstances,
sometimes Father and sometimes Mother has to take care of the children
and other family members' needs. Sometimes, such as in case of visiting the
Hospital in ailment or admission to higher classes etc., Father is
required to take care of the Child. Likewise, Male employee has to look after
his parents in old age, ailments and other compelling circumstances. This
point should be given due importance as parents (of Employees) also need to
be taken care of in the old age.
More importantly, it will
serve the purpose for Single Male Parents also as they have their genuine
requirement of FAMILY CARE LEAVE as they have to look after their
children single handedly.
NOTE:
1.The Govt. has announced
to set up the 7th CPC for making some
political gains in the coming State Assembly Elections but it will have to be
seen when 7th CPC will be
implemented given the bad phase the economy and the Govt.'s finances are
going through. The General Elections will be held in May, 2014 and it is
unlikely that the new Govt. will implement the 7th CPC w.e .f. Jan, 2016 and at the same time it will have to be seen what excuses it will make to postpone its
implementation.
2. It is likely that
Interim Relief may be announced or 50% DA may be merged to Basic Pay before April, 2014.

TEACHER IS THE NATION

Education plays an utmost important role not only in the life of an
individual but for the society, for the country, and for the world as a whole. The teachers should be paid the best remuneration so as
to attract the best talent in the Noble Profession of Teaching.
The following are the desired Pay Scales for
School Teachers and note that these are not the Projected Pay Scales:
The designation of School Teachers will be
rechristened as EDUCATION OFFICER for all levels :
EARNED LEAVE along with HALF
PAY LEAVE :
As per the recommendations of 6th CPC,
Teachers should have been given the benefit of HALF PAY leave in
addition to the Earned Leave. The relevant portion of 6th CPC
recommendation is reproduced below:
PAGE NO. 278 OF 6th CPC
REPORT:
“From
1/9/1981, Teachers, Principals and Head Masters working in schools and
from
28/7/1984,
Librarians, Laboratory Assistants and Watermen working in schools
have not been
allowed
the facility of half pay leave. This facility needs to be restored for these categories as
the
present
rules place them in difficulties in times of sickness, etc. These
categories should be made
eligible for
half pay leave on par with other Central Government employees.”
But
the Teachers were denied the benefit of HALF PAY leave in
addition to the Earned Leave and HALF PAY Leave was introduced in place of
EARNED LEAVE. IT IS EXPECTED THAT THEIR DEMAND FOR HALF PAY LEAVE ALONG WITH
THE EARNED LEAVE WILL BE ACCEPTED.
